Insteon: Track the State of the IOLinc Relay in Momentary Mode

Issue discovered by K Murphy 10/30/13:

In momentary mode, the relay on the IOLinc only closes for a set period of time and then returns to the open state. Unfortunately, I never got around to coding the momentary nature of the relay, so when the relay is closed from MH, it registers as ON. However, MH doesn't know that the relay only activates for X amount of time, and then turns off, as a result the relay continues to register as being ON in MH when it has really turned off.
