Enable Ruff rule PT007

Proposed change

This enables the Ruff rule PT007 and fixes the occurrences.

This rule makes the parameter types to @pytest.mark.parametrize consistent.

I used the combination with the least fixes needed:

$ ruff check --statistics
566     PT007   Wrong values type in `@pytest.mark.parametrize` expected `list` of `tuple`
$ ruff check --statistics
7830    PT007   Wrong values type in `@pytest.mark.parametrize` expected `list` of `list`
$ ruff check --statistics
10891   PT007   Wrong values type in `@pytest.mark.parametrize` expected `tuple` of `list`
$ ruff check --statistics
3627    PT007   Wrong values type in `@pytest.mark.parametrize` expected `tuple` of `tuple`

Because there is/was no autofix for this rule available, I wrote one here astral-sh/ruff#10461 and used it to fix it (and checked every file manually afterwards)
