Bump pyopenweathermap to v0.2.1

Breaking change

pyopenweathermap v0.2.0 replaced empty dictionaries with None for certain data points when these are missing from the API response from OpenWeatherMap. Typically, these data points are missing from the API response when there are no values (e.g.: no rain is forecast). This change is by design and was made by an integration owner.

To mitigate this, a None check (if precipitation is not None:) is performed on line 195 of coordinator.py before treating that variable as a list.

If this check is merged along with the version number upgrade, this is not a breaking change.

Updates pyopenweathermap library from v0.1.1 to v0.2.1 and includes a None check to prevent a breaking change.
