Upgrade devcontainer to Python 3.13

Sadly it seems 3.13 is not available yet:
https://mcr.microsoft.com/en-us/artifact/mar/devcontainers/python/tags

Does it make sense to use dev-3.13 in the meantime?
Or wait for devcontainers/images#1242 ?
