Pre-commit changes to Prettier and executables check

Proposed change

This PR makes 3 changes to pre-commit:

• Upgrades Prettier to 2.0.4
• Makes Prettier hook manual for now. There is an issue with one of the resources it tries to download. Not sure what is going on there, but I kinda hope that it will be resolved soonish.
• Makes check-executables-have-shebangs hook manual. It doesn't work on windows, as reported here: check-executables-have-shebangs not correct on windows pre-commit/pre-commit-hooks#435

The check-executables-have-shebangs still runs in our CI, I've adjusted it to be triggered during that time.
