Always show "create new zone from current location" option #19649

Proposed change

Always show the "Create zone from current location" button even if the user is already in a zone.

Nested zones are really useful, so there's no reason to discourage them. HA already shows the user as being in the smaller zone if they are in multiple zones - this UI change makes that feature easier to use.
