Command-interface CTM modeling and simulation toolkit on MATLAB

This is the first release version. This version permits people use the functions to build a Cell-Transmission Model for any transportation system on the platform of MATLAB. It can accept any traffic signal control strategy, and calculate the vehicle amount and delay.

The current version uses command interface, GUI is still unavailable.
