The develop branch are all validated, should be able to merge.
It would be better if we can merge #151 to develop branch before merging this PR, since PR 151 contains more comprehensive feature of DART, and other enhancements. Please review and see if we can get both PR merged.

Dr. Tang fixed a compilation issue in NERSC CI where HDF5 cannot be detected even if the cray-parallel-hdf5 module is loaded on Perlmultter.
