Fix #11177

UCES00238/P is from gamefaq https://gamefaqs.gamespot.com/psp/933133-formula-1-06/data not sure right

We maybe find better solution before v1.7

Well, PPSSPP just sees UCES00238 for that game, based on reporting.

If we're really going to make this a compat hack, I'd rather it be the reverse and remove the setting. Have it only apply for God of War.

That said, #10763 and possibly #11272 may be other examples of this. Conversely, there may be other games which render > 60 fps and benefit from this speedhack.

Just gonna say: ini files were popular with N64, which had a total of 388 games. Even there I think it was a mistake. The PSP has more like 2000 (ignoring separate region releases.) Since I want to have a lot of games work great, there's something very incredulous about maintaining a database of 2000 games' individual flags. So then it becomes a "popular PSP games only" emulator.

But you gotta admit sometimes simulating every behavior of a console may not be possible due to different hardware (sometimes it may even lead to undesirable effects such as excessive slowdown), and in such situations a simple compatibility flag might make your job easier!
