Specify providers explicitly in ORT session initialization

What does this PR do?

Since ORT 1.9, you are required to explicitly set the providers parameter when instantiating InferenceSession. For example, onnxruntime.InferenceSession(..., providers=['CUDAExecutionProvider', 'CPUExecutionProvider'], ...)

It seems you have some code formatting errors in the CI. Would you mind fixing them by running:

pip install -e '.[quality]'
make style && make quality

Once you commit the formatted files and the CI passes, this looks good to me!
