Describe the bug
When there are multiple Organizations in the configuration file, only the steward ports from the last organization was applied/open on ambassador. The configuration had different IPs for different orgs but all the IPs were in the publicIPs list.

To Reproduce
Steps to reproduce the behavior:

  1. Create a network.yaml with 3 orgs and 3 IPs in publicIPs list. Use each IP for the steward IP in each org
  2. Execute the kubernetes-environment.yaml
  3. Ambassador is configured only with the ports from the last org of the three.

Expected behavior
All ports from all stewards should be open/configured on ambassador.
