Restructuring the user/technical documentation that was in
/docsto using Sphinx (using the readthedocs.io theme) and with markdown/draw.io support. I also added a GitHub Actions build to generate the documentation and push it to adocsbranch so GitHub Pages can be configured to automatically build and host the documentation.
