Assembler - test against a consenter stub that stops and recovers

Start an assembler with batchers and a consenter.
Emulate a decision + batch; decision no. 1
Stop the consenter.
Make sure the assembler retries to connect.
Check the logs for a reasonable amount of messages.
Restart the consenter.
Make sure the assembler reconnects and asks for the correct decision - decision no. 2
