cmake doesn't run tests, only builds them

Could you please add a cmake target to also run tests like GNU make had?

@yurivict I am working on a branch with several cmake improvements: https://github.com/hypre-space/hypre/tree/cmake-hip

One of them will be tests. I will let you know when this is ready. Thank you!
