Description

When a window is set fullscreen, hyprpanel hides. If I switch to an empty workspace, then hyprpanel stays invisible.

How to reproduce

1. Use Hyprpanel or ags based panel (probably reproducible with others)
2. Make the focused window fullscreen (panel disappears)
3. switch to an empty workspace (with no client window on it)

=> panel isn't showing

Isn't this an issue with HyprPanel (and a copy of this Jas-SinghFSU/HyprPanel#715 )
since it works on waybar and others?
