This PR add the CMake code necessary for the detection of IpOpt.
To enable IpOpt in Ibex, one should add the parameter
-DUSING_IPOPT=ONto thecmake ..command line.For now, IpOpt is not used anywhere in the Ibex code.
For information, it is possible to easily install IpOpt on Debian and its derivative (Ubuntu, ...) using
apt install coinor-libipopt-dev
