In topcat 2.4.0, icat/ids Urls and the transportUrl are no longer passed in the REST API; the facilityName is used instead (and mapped internally by Topcat). Calls to the Topcat REST methods need to be changed accordingly.

Replace icatUrl with facilityName in topcat requests

Added new FACILITY_NAME property to pollcat.config; this is passed to topcat instead of the icatUrl.
Fixes #2.
