Also set the China specific build to have a suffix of 1, so they won't conflict, even though we're not uploading that one yet.

Formal releases go to the stores (Consumer, not Business -- doesn't seem like the pico-cli can do the business store). Pre-release ("beta") goes to the Beta channel, but the non-CN version only, as the Release Channels (Alpha, Beta, and Release Candidate) don't seem to differentiate.
Also set the China specific build to have a suffix of 1, so they won't conflict. China and non-China builds can't conflict, and the chronological latest build must come after all other builds, so we'll upload ROW first and then China afterwards.
