There seems to be a spurious factor of 1/1000 in the stopping power calculation. Fix this and add Helium and proton stopping.

The factor of 1/1000 converts eV (energy stored in IonBase) to keV, the units needed in the stopping power calculation.

  • We also need stopping power calculations for Helium and Hydrogen (protons).
  • Test the new stopping data
