Utilises vcpkg for dependences (AST, cfitsio, OpenMP), and uses MSVC for compilation. Greatly simplifies plugin build process.
My fix for the AST port is still being reviewed at microsoft/vcpkg#20559, so for now I'll leave this as a draft pull request, and you can test it by checking using
