looks good. to be clearer: 0x0005 is the continuation of both RFC9578 and rate limit tokens, which are both under work by the working group.

Aligns the token type value for VORPF (ristretto255) with RFC9578 and draft-ietf-privacypass-rate-limit-tokens and marks it as suggested.
