What this PR does / why we need it
This is a temporary PR to setup a Witness docs website at https://witness.dev/ with Netlify. The long term plan is to adapt this work to create an in-toto docs website that consolidates all the documentation across in-toto to one single site (see https://in-toto.chaosinthe.dev/).
Note that this website implementation also features a banner that links to a survey about the website experience. The form is configured to not save respondents emails and I think would serve well purely for understanding how users think we can improve the documentation/site.
