Audit panics in the new query engine #5777

As part of development, panics were put into the new query engine instead of returning errors so we could find bugs faster. Now that the new query engine has been merged to master and is slated for release with 0.11, we need to audit for those panics so they can return errors instead.

This is related to #5773.

The only panics left are ones that should be unreachable unless there is a bug. Fixes #5777.
