Implement Conway Epoch Bootstrapping

Implement bootstrapping from Conway epoch 507 and playing subsequent blocks. This is intended to enable faster testing using the golden test method. This task involves wiring in the snapshot reader and sending messages to each modules with their snippet of data. Requires proper sequencing of messages.

The actual epoch number isn't important here - we might want to boot from a much more recent one for speed, or a test one. This is the big one and will have sub-sub-tasks for each module which holds state (XXXState modules).
