Compress the digests file uploaded on GCP for Incremental Cardano DB

Why

The digests file produced in the artifacts of the Incremental Cardano DB is not compressed. We want to compress it to reduce the bandwidth usage when downloading it from the Cloud locations.

What

Compress the digests file in the digests artifact builder for the cloud locations of the Incremental Cardano DB.

How

• Compress the digests.json file before sending it with the file uploaders
• Update the cloud locations with the compression algorithm
