ci: reactivate action-gh-release v2 in CI and pre-release workflows

This PR includes the reactivation of the version v2 for the action-gh-release version 2 in the ci.yml and pre-release.yml workflows, since the bug that prevented release creation with version 2.3.0 has been fixed.

It follows the merge of the fix in: #2559.
