Currently, OPENSSL_USE_STATIC_LIBS=TRUE is forced in CMakeLists.txt.
This makes CMake to fail if the static OpenSSL libraries are not found.

The setting can be controller from the command line similar to other
-DOPENSSL_* setting. Therefore, we remove it from CMakeLists.txt to
allow users to choose the desired search pattern.
