sorry to ask this (am just a beginner) but what you want is to manually change the date of that line of code or make a program so it changes by itself with time?

Just the line of code is fine, although if someone wants to set up a github action that makes a new PR on Jan 1 every year to do the update, I wouldn't say no to that either!
I have a little convenience file with a default copyright/SDPX header in it for folk to use when creating new files:
https://github.com/intel/cve-bin-tool/blob/main/spdx_header.txt
It currently says 2021; it would be more useful if it instead said 2022 so people could cut/paste from it without having to manually change the year.
I'm going to flag this as a beginner friendly bug since it's an easy one-line fix in a file that isn't even executed.
