Add extra controls for different types of reduction

There have been several requests for a mechanism to specify additional requirements of a reduction. Creating a tracking issue to ensure we don't forget about this.

Potential controls:

• Determinism (for same number of work-items on same device)
• Use / don't use additional (local) memory
