[CI] Don't use "target_devices: all" in linux_matrix_e2e_on_nightly.yml #10100

Two reasons:
1) Not reliable, easy to skip testing without noticing.
2) That accidentally enabled "opencl:acc" that we don't run anywhere
else and its state isn't green, resulting if "false" failures
reported by CI.
