The liquibase and demo containers now pull the mainstem lookup csv from GFv2.0. There are 2 new changesets in the liquibase files. The first creates
nldi_data.mainstem_lookupand the second loads data from the csv file. Context adjustments were made so that the CI image does not load the data.Closes internetofwater/nldi-services#297
