- add a warning banner
- increase width of border of promoted fee tier

this banner should appear if there hasn’t been an update for 4 hours. It should display different text:
- the time of the last update for both the leaderboards and user points.
- confirm that the points are still being calculated correctly and clarify that there is a temporary pause in updates, which will resume shortly
