Starts to address #122 (as part of finishing fsprojects/FSharp.Formatting#719)
Builds on #133
I'm not actually sure what the problem was that fsprojects/FSharp.Formatting#719 was hitting and it may have already been addressed by updates . But either way we will need a test case for getProjectInfo that we can expand out later as we work out the corner case we were hitting
