New TSC condition

TSC should compare the oldest time of a parent of the oldest unconfirmed message with the time of the last confirmed message instead of comparing time of the oldest unconfirmed message and current clock time. This way when confirmations stop, the node will not run out of the tips and it will also allow us to change other things in the future.
