Add an option to ignore freezing when removing tasks, as well as a configuration infrastructure
Add ability to listen for peers getting added and removed from peer request queue

Goals
Allow peer task queue to be configured in various ways (turn off freezing, hooks to when peers are added and removed)
in service of ipfs/go-bitswap#114 and a more efficient GraphSync
