Notarization fails with the usual message:

Error: code 1048 (You must first sign the relevant contracts online. (1048))

The https://appstoreconnect.apple.com/agreements/#/ page has Free Apps agreements marked as green and Active. AFAIK we don't have any Paid Apps.. ¯_(ツ)_/¯

Emailed Apple asking why is notarization failing:

We've received your support request and will get back to you in one to two business days.

here we go again, #2763 can't ship because of Apple paperwork:

Error: HTTP status code: 403. A required agreement is missing or has expired. This request requires an in-effect agreement that has not been signed or has expired. Ensure your team has signed the necessary legal agreements and that they are not expired.

are we still using PL credentials, so I'll check with PL org admin.
if that does not work, we need to make our own org.

I got info PL account will may be fixed in a few days.
Since there is no critical fix in this release, let's wait for that.
