Closes #2221 by not letting users use IPFS Desktop with a private network IPFS node, as discussed in yesterday's triage meeting. IPFS Desktop is built with public networks in mind.

@hacdias I'd love to use IPFS for my tooling, but need to be able to consistently access (extremely) private data, and public data - so, is there a link / record of the triage discussion to I can understand the limitations better?
