switch to release version of is-ipfs with feat: dnsaddr support in isIPFS.*multiaddr() ipfs-shipyard/is-ipfs#35
support /quic multiaddrs
fix tests – jest --env=jsdom TypeError: TextDecoder is not a constructor Gozala/web-encoding#10

Rebased and confirmed /quic is fixed too (we already use latest is-ipfs in the main branch)
