We haven't been compatible with Python 2 for a while.
Start some cleanup.

Mostly there is some comments in core IPython that ipykernel needs some stuff from IPython.utils.py3compat; which I don't believe. So hunting reference to that in IPykernel and removing those as well even if they are from genutils as they are just noises when I grep.
