GitHub Issue: Islandora/documentation#1173 and Islandora/documentation#1188 and Islandora/documentation#1202

What does this Pull Request do?

  • Adds pull request template
  • Adds a CONTRIBUTING.md that conforms to the Islandora 8 standard
  • Adds a LICENSE file matching the license cited in the readme.

How should this be tested?

  • Verify the pull request template is suggesting the right group and matches this
  • Check CONTRIBUTING.md against the one from the core CLAW repo.
  • Check that the LICENSE matches the one listed in the readme.
