As an admin I would like to be warned if I try to progress an application with unresolved issues to Recommended
Describe the solution you'd like
If I try to progress an individual application flagged as having issues, or a multi-selection where one or more application has issues, to Recommended then a warning message should appear. This should give me the option to proceed anyway or to cancel and amend my selection.
