Describe the bug
When you attempt to download the scores for a QT the green "download scores" button is inactive.
To Reproduce
Steps to reproduce the behavior:
Go to staging - exercise JAC00321
Click on qualifying tests
Scroll down to Close and score button
Once complete click on "responses"
Click on "download responses"
6 The button does not work and turns yellow.
Dev information is

Expected behavior
I can download the information. I have tried my mac (chrome) and my work laptop (firefox) and get the same message.
