From AWS support, confirmation of defaults for all ElastiCache Service Limits:

ElastiCache Limits are imposed on a per region basis.

Cluster Quota [ Amount of Clusters per region ]
Default: 50

Nodes per Cluster Quota:
Default: 20

Total amount of nodes per region [ Shared by Cluster ].
Default: 50

Parameter Group Quota:
Default: 20

Subnet Group Quota:
Default: 50

Security Group Quota
Default: 50
