Two changes here:

  1. Move to central package management
  2. Move to new version of binary logs that should be forward compatible Add support for forward compatible binlog format KirillOsenkov/MSBuildStructuredLog#732

It was being checked into the source directory which is incorrect. Now
using GenerateDocumentationFile so that msbuild handles all the naming
and deployment.
