feat(ui): add Directory Watcher configuration UI #208

This PR adds the Frontend UI for the Directory Watcher feature (backend introduced in 268c1a9).

UI: Added 'Watch Directory' configuration section to the Import settings page.
API: Updated ImportAPIResponse to expose watch_dir and watch_interval_seconds.
Fix: Ensured category is correctly merged into the virtual path for watched files.
