This PR ensures that an explicit error ('Radarr/Sonarr Management is disabled') is returned when an *Arr application attempts to authenticate/connect using the
ma_usernamemethod while the Arrs integration is disabled in the configuration. Previously, this might have failed silently or ambiguously.
