bump cloudformation version: 65 -> 153

• migrate dev env to haskell.nix
• cloudformation v65 -> v153
• sam latest
• stop building full binary(too large...) should be able to filter by nix args

currently CI timeout when compile and build and test(maybe due to the new cf version added too many. resources)

if you don't need the binary cache and require the new version what you can try is import dhall directly in this branch
e.g.
