Add programming language to libraries table #276

Having the language available to look through is very, very helpful when finding a library to use compliant with NO_COLOR for a new project. The language has been included in the Description, but there are now so many rows that having it in a separate column makes it easier to sort through.

In the future, it may even be more useful to sort the libraries by Language instead of alphabetically by library name.

Hmm it seems that this requires an update to the GitHub Actions. If the idea behind this change is generally approved, I'll work on updating the GitHub Action! Please let me know either way.

Having the language before the description avoids having to prefix
many descriptions with the language again

I think having the language in the second column works better.
