Avoid hardcoding Version.txt folder in Directory.Build.props and fix dotnet build on individual projects
Update PlaceWorker_OnTopOfWalls to consider smoothed buildings as walls (parity with DoorsExpanded)

2nd one is another change I forgot to merge in last year
