Add DOVI descriptor support in mpegtsenc

Changes

• Add DOVI descriptor support in mpegtsenc (only tested in MPV and MPC-BE)
• Sync RKMPP fixes from ffmpeg-rockchip
• Fix a typo in the CUDA/OpenCL transpose filter
• Fix some warnings-as-errors in GCC 14
• Update dependencies
• Bump version to 6.0.1-7

Issues
It should be helpful to jellyfin/jellyfin-web#5553, where TV expects DOVI in MPEG-TS HLS.
